Overview
Oracle Fusion Payroll is the most technically complex component in the HCM suite. It is also the one where configuration errors have the most immediate, visible, and legally significant consequences — an employee paid incorrectly, a statutory deduction calculated wrong, a tax filing that does not match the payroll run. Getting it right requires a level of technical depth that most Fusion HCM courses do not provide.
This course teaches Fusion Payroll configuration at the level required to build and maintain a production payroll for organisations in Africa and the wider region. We focus on the components that drive actual pay calculation: elements and their input values, balance feeds and balance dimensions, fast formulas and their relationship to the payroll run, and the element sequence that determines calculation order. We do not assume that you will use Oracle's standard content elements — we teach you to build from first principles, because local statutory requirements almost always require custom elements.
The African payroll landscape is particularly demanding. Mauritius has its own PAYE structure, NPF, NSF, and levies. East African countries have complex PAYE bands and provident fund requirements. West African statutory deductions often require formulas that Oracle's seeded content does not handle. This course uses real examples from multiple African jurisdictions and teaches the fast formula skills needed to implement any local requirement correctly.

Modules
1. Payroll fundamentals and the element architecture (3 hours)
We begin with how Oracle Fusion Payroll works at a technical level — the payroll run sequence, how element entries are processed, and what the payroll calculation actually does. We then work through the element architecture: what an element is, what the element classification hierarchy does, and how element templates provide the starting point for custom element creation. We cover the four fundamental element types — earnings, deductions, information, and balance feeds — and when to use each. The session ends with a hands-on walkthrough of creating a basic earnings element using the element template.

2. Input values, eligibility, and element entry (3 hours)
Input values are the parameters that drive element calculation — the rate, the amount, the number of units, the effective date. This session covers input value design: what input values to create, what data types to use, what validation to apply, and how input values relate to the fast formula that processes them. We cover element eligibility — the rules that determine which employees an element can be assigned to — and the difference between automatic and manual entry elements. We then work through element entry: how element values are entered on the employee record, how they interact with proration, and how entry-level overrides work.

3. Balances, balance feeds, and balance dimensions (3 hours)
Balances are Oracle Fusion Payroll's accumulation mechanism — they track values across time, enabling the system to calculate year-to-date figures, validate annual contribution limits, and produce payslip summaries. This session covers balance design from scratch: creating a balance, defining its feeds (which input values contribute to it), and selecting the balance dimensions (the time periods and contexts across which the balance accumulates). We cover the standard dimensions — run, period, month, year, lifetime — and when to create custom dimensions. We work through several African statutory examples: annual PAYE limits, social security contribution caps, and levy calculations that reset at different intervals.

4. Fast formula fundamentals — syntax, variables, and functions (3 hours)
Fast formula is Oracle's proprietary formula language for Fusion Payroll. It is not difficult to learn — but it is distinctive, and most documentation examples are too simple to be useful for real payroll requirements. This session teaches fast formula from the syntax up: formula structure, variable types, input and output variables, database items, and the built-in functions used for date arithmetic, string handling, and conditional logic. We cover the formula types used in payroll — calculation formulas, skip formulas, and validation formulas — and the differences between them. Every concept is demonstrated with a working formula.

5. Writing fast formulas for African statutory requirements (3 hours)
This session applies the fast formula skills from session 4 to real statutory requirements. We work through four complete formulas: Mauritius PAYE calculation using the current tax tables, NPF contribution with the monthly earnings ceiling, an East African PAYE formula with multiple bands and the low-income relief deduction, and a West African CNSS formula with the contribution base calculation. For each, we start from the statutory requirement, design the formula logic, write the formula, test it with sample data, and identify edge cases. Participants write their own versions and compare results.

6. Element processing sequence, debugging, and payroll run walkthrough (3 hours)
The final session covers the payroll run in detail: how elements are processed, what the processing sequence is and why it matters, and how to control calculation order when one element depends on the output of another. We cover the retroactive pay mechanism — how Oracle handles payroll corrections and backdated changes — and the configuration required to make it work. We then work through payroll run diagnostics: how to read the payroll run results, identify which elements did not process as expected, and trace an incorrect calculation back to the formula or input value that caused it. The session ends with a full payroll run walkthrough using a multi-country organisation with Mauritius and East African employees.

Important
Why payroll errors are uniquely costly Payroll errors cannot be silently corrected. Once an employee has been paid incorrectly, you need to either reprocess the period (which creates regulatory complexity) or make a manual adjustment (which is an audit risk). Statutory errors — PAYE, social security, levies — can result in regulatory penalties. This course is designed to prevent errors at the configuration level, before they reach a payroll run.
Delivery
The longest course in the catalogue — 18 hours across 6 sessions. Recommended spread: two sessions per week over three weeks, giving participants time to practice between sessions. For teams implementing Fusion Payroll under time pressure, a condensed two-week schedule (three sessions per week) is available. Hands-on access to an Oracle Fusion sandbox environment during the course significantly increases learning retention.
