Overview
Oracle Fusion Projects is one of the most powerful and most underutilised modules in the Fusion suite. Professional services firms, construction companies, government contractors, and capital project teams across Africa depend on accurate project cost tracking, controlled billing, and reliable revenue recognition — yet most Fusion implementations treat Projects as an afterthought and then wonder why project reports do not match the general ledger.
This course teaches Oracle Fusion Project Costing and Billing at the architecture level. Project Costing covers the project structure — enterprise projects, tasks, and the work breakdown structure — and all the ways costs flow into a project: labour from time cards, expenses from expense reports, supplier invoices charged to a project, and inventory issues. We cover burden rates: how indirect costs like overhead, fringe, and G&A are calculated, applied to direct costs, and reported. Project Billing covers the four billing methods — cost-reimbursable, fixed-price, milestone, and time-and-materials — their configuration, and how invoice generation flows from billing events to AR invoices. Revenue recognition completes the picture.
The African context matters here. Project-based organisations in Mauritius, East Africa, and the GCC manage projects under contracts spanning multiple currencies, multiple legal entities, and multiple tax regimes. This course uses real project structures from African professional services and construction organisations.
Learning outcomes
• Design an Oracle Fusion project structure — project types, templates, tasks, and WBS — for a project-based organisation
• Configure burden schedules that correctly apply indirect costs to direct project expenditure
• Set up project billing using any of the four billing methods and manage invoice generation from billing event to AR
• Configure revenue recognition using as-billed, as-incurred, and percentage-of-completion methods
• Reconcile project cost reports to the Oracle Fusion general ledger and explain the accounting entries behind each transaction type
• Explain the integration requirements between Projects and Finance, SCM, and HCM — and diagnose what breaks when they are not met
Prerequisites
• Strong working knowledge of Oracle Fusion Finance — GL, AP, and AR — at the consultant level
• Completion of Ledgers, Legal Entities & Business Units is strongly recommended
• Basic understanding of project accounting concepts — cost collection, revenue recognition
Modules
1. Project structure, work breakdown, and cost collection fundamentals (3 hours)
The Oracle Fusion Projects data model — projects, tasks, and the WBS. Project types and templates, project organisation linking to legal entity and business unit. The five cost collection paths: labour from time cards, expenses, supplier invoices, inventory issues, and manual transaction entry. Project status and lifecycle, cost budget structure, and the configuration decisions that shape downstream reporting.

2. Burden rates, cost distribution, and project-to-GL accounting (3 hours)
Burden schedule design, cost base definitions, and burden multipliers. How burden creates separate accounting entries alongside direct costs. Cost distribution: the batch process that posts project costs to the GL. Project accounting entries — expenditure account, unbilled receivable, WIP — and how to reconcile project cost reports to the GL trial balance. Capitalisation vs expense classification.

3. Project billing — methods, events, and invoice generation (3 hours)
The four billing methods: cost-reimbursable, fixed-price, time-and-materials, and labour-multiplier. Contract lines, billing plans, and billing events. The invoice generation process: billing request, draft invoice review, invoice formatting, and transfer to AR. Multi-currency billing and exchange rate controls. Hold conditions that prevent billing on disputed items.

4. Revenue recognition, project performance reporting, and integration touchpoints (3 hours)
Revenue recognition methods: as-billed, as-incurred, and percentage-of-completion. Accounting entries for deferred revenue and unbilled receivable. Project Performance Dashboard, funding usage, cost-to-complete, and margin analysis. The integration touchpoints between Projects, Finance, SCM, and HCM — what each requires and what breaks when not configured correctly.

Important
Projects integration is rarely configured completely the first time Oracle Fusion Projects integrates with Finance (for accounting), SCM (for project-driven procurement), HCM (for labour via time cards), and AR (for billing). Each integration has configuration requirements on both sides. Most implementations configure Projects in isolation and discover integration gaps at go-live. This course treats Projects as part of a connected system from session 1.
Delivery
Strongly recommended as a pair with Project-Driven Supply Chain for consultants implementing a complete project-based solution. Groups of 3–8 work best. On-site delivery works well for teams implementing Projects for a specific client.
